Suddenly the multi-site setup just cannot connect to both wp-admin or the second site due to redirect loop issue.
the solution for the issue is:
logging into phpmyadmin and went to my wp database > wp_options and updated the siteurl from http://website.com/2 to http://website.com
but it doesn’t resolve the issue of entering the admin page
